When it shows up
Requesting more reports before a decision that has already been made. Running additional tests when the diagnosis is already clear. Over-researching a purchase decision where the marginal information has zero impact on the choice. Analysis paralysis disguised as due diligence.
Failure mode
Confusing information gathering with decision quality. Delaying action under the pretense of needing more data. The search for completeness becomes an avoidance strategy. More information often reduces decision quality by introducing noise.
Countermeasure
Before seeking more information, ask: "Will this change my decision?" If not, decide now. Apply CL-1 (Pause Protocol). Set a decision deadline before beginning research.
